Ladakh has reached a milestone in education, achieving a 97% literacy rate and becoming a fully “functionally literate” union territory. This significant accomplishment follows the implementation of the ULLAS – Nav Bharat Saaksharta Karyakram, also known as the New India Literacy Programme (NILP), a centrally sponsored scheme running from 2022 to 2027.

At a celebratory event held at Sindhu Sanskritik Kendra (SSK) in Leh, the Lieutenant Governor of Ladakh, BD Mishra, highlighted the administration’s dedication to empowering its citizens through Foundational Literacy & Numeracy (FLN). FLN encompasses essential skills in reading, writing, and mathematics, which are crucial for personal and community development.

During his address, Dr. Mishra encouraged students to go beyond seeking jobs to creating opportunities, praising Prime Minister Narendra Modi’s National Education Policy (NEP) 2020 for its role in driving national progress. The NEP 2020 aims to transform India’s education system by promoting inclusivity and lifelong learning.

Sanjay Kumar, Secretary of the Department of School Education and Literacy, Ministry of Education, also lauded Ladakh’s achievement. He reaffirmed the Ministry’s commitment to supporting and enhancing the region’s education system, ensuring sustained progress in literacy and education.

ULLAS – Nav Bharat Saaksharta Karyakram, or NILP, aims to empower adults aged 15 and above who missed out on formal schooling. The program aligns with NEP 2020 and focuses on integrating these individuals into society, thus contributing to national development. NILP consists of five key components: Foundational Literacy and Numeracy, Critical Life Skills, Basic Education, Vocational Skills, and Continuing Education.

The program envisions a literate Bharat – Jan Jan Saakshar, fostering a sense of civic duty and driven by volunteerism. Nationally, ULLAS has benefited over 7.7 million individuals, supported by the ULLAS Mobile App, which boasts 12.9 million learners and 3.5 million volunteer teachers.

Ladakh’s achievement is a testament to the power of community-driven initiatives and the effective implementation of national policies aimed at education and literacy. This success not only enhances the quality of life for Ladakh’s residents but also sets a precedent for other regions striving for similar progress in education and literacy.
